I’ll deal with
the business items here and discuss tomorrow how council will now ‘report
out’ from in-camera meetings to public – I suspect Gordon-Payne and
Thorkelson are to thank |

noted the ‘in-camera’ meetings held every ‘regular’ meeting (I had contended

is that paying people to attend is expensive –--(see below excerpt
from 2006)– Gordon Payne then questioned ‘value’ – but in 2007 Calgary
not Mtl is location for FCM plus there is a budget for this already passed
(but dollar amounts not given) |

CAD?? Thorkelson: ‘What use?’ Who uses --- Joy
is good at this kind of thing – she won’t allow ‘old guard’ to go into automatic
flight control’ (Cote is a pilot) --- she wants to know what use is this? Who
uses etc --- implication was we (city staff) could look at how North Shore in
Vancouver zones their waterfront etc—and implication was that ‘developers’
could look at PR infrastructure online etc to see what ‘services available in
new subdivision area etc --- see 3 appeals link on left |

discussed this in-camera’—Both Pond and Briglio gave summaries: Concession
Council made to SunWave – everything we did contingent upon a restarted Pulp
Mill ‘Lack of any real signs that show we are moving towards restarting the
mill’ Briglio
–A letter A strongly worded letter ‘Where are they at?’ No significant move
that would give anyone hope to believe this thing would get started in 2007 SunWave Pulp sent
letter that tax free ends in 2008 if no pulp produced (from Oct 06 council meeting) |

Responding
to Gordon Payne request Julia Ferguson compiled rough ‘costs’ to attend the
FCM in Montreal (see brochure – lrg pdf file)
--- when airplane and hotel costs ($3110.20 to $3950.20 per person)
seen council (wisely) decided to not attend this year – this too prompted
review of all associations that city belongs to and their fees (see the PDF
for full listing and costs annual membership total $21,187.81 for
2006) – 11 association listed each meriting at least 2 annual attendees and 3
have ALL members enabled to attend (UBCM,
FCM, NCMA) as I interpret
policy these costs are ‘covered’ in annual budget and theoretically need not
even ask council “subject to funds are available in the budget” (quoted from Travel
Policy document in agenda package)—from my earlier file Jan
