summer the agenda for Council meeting was pretty meagre—a few proclamations
and changes to zoning etc So

student here to observe our Municipal
government – here he is ‘shadowing’ Mr Doug Jay. While
not on the agenda he was added at last moment to give a short presentation on
German ‘local’ government |

One
suspects this was done to fill in the ‘dead air’ as little of import on
agenda ---so audience treated to how things are done in Germany – Interesting
how ‘completely’ different the approach. I
think he has 50 municipalities in his local district, etc. This
also provided Council a chance to ask questions, Gordon-Payne
asked if he could suggest any changes to make in Rupert --- while took a
while to comprehend the English – he mentioned the filing system
seemed to need major overhaul – which brought smile to everyone who has had
to deal with it – I suspect so many changes in personnel etc that no one
seems to know where anything is filed |

has dealt with this before – but now the house owner has realized the height
of the addition they had previously asked for was insufficient – so have to
go through the public hearing process again |
