Neo-colonialism

Rupert style

Walking the talk

Cote and Paddy Greene articulate the ‘hidden agenda’

SQCRD was asked to send a ‘joint letter’ to minister ‘expressing the collective disappointment’ w LRMP process etc --- the nature of the ‘disappointment’ was not discussed – but at meeting Darol Smith (‘chair’ of NC PIMC—see below) spoke about 3 local government seats, his concern that ‘no net job loss’ and his misgivings about EBM (Ecosystem Based Management)--- see also my SQCRD meeting file

(backgrounder below)

 Reality Check

Rupert City council similar to Campbell’s Liberals – want a ‘new relationship’ with 1st nations both w those living inside Rupert and the near by villages ----

But below the surface the old agendas play out

I have previously dealt with logging across harbour and here look at representation on LRMP

For me both issues smack of ‘race politics

This was ‘in-camera’ and not made public—above excerpt from SQCRD agenda package

Secret City Council Meeting – to hide true intent?

I was told the in-camera meeting Feb 26th referred to here was ‘secret’ because it dealt with remuneration and ‘union’

I would counter it dealt with ‘hidden agendas’ not meant for public scrutiny

At SQCRD meeting where motion to ‘participate in joint letter’ Darol Smith was asked to speak – he was introduced as the North Coast Chair of PIMC

(Two local reps told me they were never part of a meeting that ‘elected’ Darol)

There is some irony here – as Darol is from Southern BC – which some how doesn’t jibe with his ‘no job losses’ i.e. he is taking ‘job’ of a North Coaster

Is Paddy Greene ‘local government’ Rep?

Some people on SQCRD board believe Karl Bergman (who was also at PIMC meeting last week) is the SQCRD rep –Others contend he has not been appointed and will require an ‘in-camera’ meeting to officially appoint him --- their belief is that since ‘personnel’ can’t/ won’t be done in public meeting (this is City PR practice also).

Paddy as ‘Indian Fighter’

Here is a almost humorous anecdote from 2002 where Paul Kennedy asks Paddy about LRMP during a City Council meeting --- and Paddy goes into his ‘equal representation’ spiel

And here is a 2004 LRMP description of Paddy as ‘Indian Fighter’

Neo-Colonialism?

Paddy & Darol

Paddy as 1980s and Darol as 1990s

Paddy articulates the ‘Settler’ perspective of neo-colonialism --- ‘Indians’ were dealt with in 1860s etc., ‘Rights & Title’ and all the post Delgamuukw court decisions are irrelevant

IWA Darol represents the ‘internal colonialism’ – best example is the Central Coast timber supply area where 90% of the forestry jobs are held by people coming up from Vancouver Island area

(On north coast only about 50% of jobs – as Rupert and Terrace area split ‘local’ jobs with about 27% each) ----- Source of data: BC Central Coast and North Coast Timber Harvesting & Processing Employment Survey Final Report August 8th, 2006 PDF 583K

Earlier reports:  previous look at logging across harbour and City Council
lessons in organizing in PR?? -- ---here is still earlier on harbour logging and here's the logging proponent's October 2005 presentation to Council story

Walk the talk

My point here is that ‘reconciliation’ with first nations is claimed but below the surface remains layers of racism and ‘history’

For EBM see the CIT site

For NC PIMC (Plan Implementation and Monitoring Committee) – next meeting June 6th – hopefully it will be here and not in Vancouver as previous one was
(another example of Neo-colonialism?)
