Paul Kennedy returns to council chambers for award

ex-Councillor Paul Kennedy was given certificate & gift by NCMA for his 17 years service  then
Tom Ireland (notice) presented with a Certificate in Local Government Statutory Administration from the BC Board of Examiners.----.  The certificate recognizes both academic qualifications and work experience in the local government field

 

 

Reports on Happenings

Councillors fulfill many roles within community—Mayor Pond was reviewing some of these since the last council meeting and spoke of Iona Campagnola official visit for Hartley Bay presentation and Pond took occasion to publicly  give her the ‘Freedom of City’ that was awarded in 2003; the photos of recipients are along the back wall of Council Chambers – from which this image take – other present are Mayor Lester; Al Shepherd; Joan Hicks etc

 

SUBSTANCE

 

Consultant appears to be a friend of Gordon Howies --- and took chance to bring practices used in Vancouver to PR – thus in hand out there is mentioned Gary Young Associates – presumably the consultant who orchestrated the session And Google associates Young with Howie on this document  --- Still these are excellent vehicles – one only wonders how well our Councillors utilized the opportunity (more later)

Strategic plan

Interesting exercise—presumably this innovation came with Gordon Howie (see below). And while details not given this strategic plan seems to have been product of session with a consultant where ‘brain-storming’ and then came up with 6 broad objectives etc. Most this is almost a cliché in modern business practices – as strategy will be presented to public will save discussion for later

OCPand Seal Cove

While I have chided Councillor Thorkelson recently for allowing her Union occupation to ‘color’ her presentations/ suggestions – the May 8th Meeting seemed to have Councillor Cote doing same --- a pilot by occupation – he wants the sea plane base area to be given priority in updating OCP

Cote wants OCP to give Seal Cove priority

PR official community plan (OCP) has been ignored for almost a decade – but with the port expansion there has been a renewed interest in real estate – some might even say speculation --- thus council has wisely chosen to update the planning before they move too quickly --- like sell lands in Seal Cove area –(report to follow on what city owns there etc)

While we might agree this is critical element of public waterfront – until Councillor Cote pointed it out one would have thought other areas needed attention sooner --- (I believe Cote owns a warehouse down there too – which would make for double conflict of interest if he becomes too involved with discussions --- of course the public will never know as this will all be done ‘in-camera’)

More show & tell

Councillor Bedard was mentioning how she watched last meeting on Cable from her house – I am told she was recovering from a knee operation --- and Councillor Kinney had everyone chuckling describing how he deals with pedestrians whose dogs mess on the sidewalk
