  For the sake of Discussion--- let’s examine the decision to appoint recreation committee

 

1st Not debating the merits of the decision

Just the manner which done (this page)

 

2nd – Why a ‘staff committee’ and not an ‘advisory committee’?

(I am considering taking this to Inspector of Municipalities as ‘clear violation’ of Community Charter)

Decision not discussed nor made in open council meeting contrary to Community Charter

The first time mentioned publicly is in response to a question I asked at Council meeting June 26th

 

 

 

 

 

Background

From Minutes May 25th 2004: To Golf Management Committee City appreciated the opportunity to meet with them. Recreation undergoing consolidation Members encouraged to submit applications for the new advisory board.--- from City Manager

During the budget cutbacks from 2004 the golf course was seen as a non-core city responsibility --- and Recreation Advisory Committee resigned en-masse

Or perhaps it was ‘re-organized’ out of existence.

 

Background

Staff will respond as to reasons for no Advisory Board.

2005 May 24th

Citizen’s letter to Council asking info appointment of Recreation Advisory Board. –

 

June 26th Question Period

I ask if free gym time can be provided during summer
The mayor responds with a study and goes on to say :”
Recreation Committee being formed will be a staff Committee, reporting to staff, not to Council, and that the Terms of Reference have been prepared and that the Recreation Director will be running an advertisement this week”

June 2006

Councillor Gordon-Payne asks for information on why no Recreation committee @ June 12th mtg

 

(this is not followed up publicly though she does not ask for update at next meeting)

 

Note Councillor Cote had asked fro 4 items to be updated at same meeting – and seems satisfied at June 26th meeting (implication is that his queries answered (via emails, or in-camera)
