2005 --- Budget review

‘on paper’ – city is ahead

But read the small print

Lucky Butterworth has left as City Treasurer and Jim Bruce (back and right of image) will take over for a couple months while a replacement found – (I’m told he is doing this as a personal favour for old friend Gordon Howie – center of above image)

Airport Ferry goes over budget

There is a problem here in accountability – see below

Skeena Taxes 2005

‘explain’ some of the surplus – will need to be written off (1.025M$)

Budgeted but not done ‘explain’ why balance sheet looks ‘good’

Accountability issue

Local taxpayers are putting >864T$ into the airport ferry

‘We’ choose to subsidize it to the tune of 72$ per person – even though most don’t use it --- plus as the Airport Society is ‘independent’ of the city there is little accountability – I’m told this will change -- soon

Savings’

Police force had fewer members and there was some $$ adjustments from 2004 for ‘saving’ of 521T$ over what was budgeted

Plus many expensive public works projects were not done (budget freeze first half 2005)

Thus the elevator in city hall did not break down – but will – The roof at X lasted another year etc – these are all expensive and will have to be done – presumably in 2006

Here is the Skeena Pulp mill figures from Power Point presentation

Subsidizing?

While it is in ‘Accountant’ Speak --- looks to me like the water funds etc are used to subsidize other operations—
