a= personal information about identifiable individual who holds or is being considered for a position as an officer, employee or agent of the municipality or another position appointed by the municipality
I=  the receipt of advice that is subject to solicitor-client privilege, including communications necessary for that purpose

g= litigation or potential litigation affecting the municipality
e= the acquisition, disposition or expropriation of land (ROYOP?)

 

Is this legal?

Argument hinges upon wording of public notice published 1X per year

 

Did the published notice say ‘regular council meeting at 5 PM  (as does this web site notice but 5:15) ????

 

If not then there are technical rules for calling meeting
Which I don’t see followed.

I am dubious this needed to be done in secret meetings under legislation as it is City Park land – hatched area left image

ROYOP Rezoning

I hear that ROYOP will also build a ‘Public Safety Building’ (combining police, fire, ambulance etc—as present facilities are need replacement)

While (blue arrow_ different zoning – looks to be BC Hydro building – see below
