City Council Meeting

Dec 19th meeting

Was ‘fun’ –

Council as ‘community space’ --- here three young people are recognized by presentation “Universal Citizenship Award” for community work – (“made a tangible difference through (their) actions.”). For names and testament to why selected see PR’s agenda package

(excerpt of presentation WMF Video file 1 Mg) – see 2004 & 2002 winners

  Entertaining

True one has to enjoy seeing ‘real people’ interacting --- But this is a new Council ‘exploring’ who/ what kind of Council they wish to be

Thus most of this ‘freshness’ owing to Thorkelson & Gordon-Payne

Gordon-Payne

Interesting chemistry

Thorkelson

Here is MPG on views Turbot MPG file 857K

As ‘new’ they share common interest in understanding how/ why things work – and thus can offer each other support

But as the Turbot debate illustrated they come from two different philosophic outlooks – one advocates active role for ‘community’ (turbot quota) while other appears to think city/ government should play minimal role (markets ‘know best’)

Joy WMF w better lines public goods and community WMF 531K

Briglio

2002 Council’s ‘chemistry – verbal sparring between Briglio and Cote

Cote

Said w Passion Turbot response WMF 577K

For the first 6 months of 2003 these guys were the ‘show’ but after a while they began to sound like each other – and then Kumar did most the ‘thinking’ for them (seemed to me)

Cote did a lot of talking at Monday’s meeting --- and spoke to more issues than anyone else --- still he is often poorly prepared and tends to ramble (my opinion)

Good point on ‘loud party fines’ –WMF 1 mg

Bottom line—most their info given ‘in camera’ meeting – this board sees itself as in place for next 18 months ---

see next page discussion

Pond was his usual good natured self--- He and Kathy made the Citizenship presentations etc

I might fault the chair for allowing the Turbot discussion to go on so long (doubtful DFO will pay any attention to wishes PR city council etc) – still by the end of the discussion all 6 seemed to have reached a consensus

While grossly unfair of me (scoring ‘performances’) – I tried this when last Council was just beginning too
