Thus the agenda package can not be handed out to the ‘media’ (read public) until 7 PM.

Why??

I am told “our style of democracy” frowns on the media discussing what is to come before Council. “There are reports by City Staff that were being discussed before Council had a chance to speak to them”

Interpretation

What is before Council requires trained technicians to interpret and discuss. Lay people should wait until properly briefed by an expert (Mr. Kumar)

Nelson Kinney --- Plus 4 and minus 2

On the left a local person approaches Kinney before Council meeting begins. Obviously this person felt most at ease with Kinney.

Continuing in this ‘Council’s conscience’ role Kinney brought forward a letter to Council that was aimed for oblivion – a drug awareness ‘show’ seeking City $$ ($1720). Hey Check these guys out – Maniac Wrestling Alliance (site framed)

OOPS --- Mistake

But another letter item Kinney brought forward would see City Hall check if the applicant belonged to The Cosmetologists' Association of British Columbia before issuing a business license.

Appears this ‘service’ has been regulated since the 1920s (see Gov backgrounder). The last major revision was in 1996 ACT. But New Era Liberals have repealed it in name of ‘competition’ and cutting red tape (effective January 1st 2004. --See Governments explanation – well done). The letter to Council was CABC looking to get municipal councils to give them the powers withdrawn by province to regulate/ certify anyone wanting to practice this service.

Conflict of INTEREST??

When it became obvious where Kinney was going with this, Mayor Pond correctly asked for a moment to confer with Kumar.

They concluded a “Report” was needed; and if question came before Council again Kinney would have to leave the chambers ‘for his own protection’ against charges of ‘conflict of interest’ --------- Good moves by Pond & Kumar

 

Experience

Both Kennedy & Bedard had their moments --3

Cote and Briglio are beginning to be so similar in response that only one of them needs to address any given issue

I suspect this is not the case in the closed meetings but hard for public to ‘see’ this
