Deconstructing

City Council mtgs

The Council chamber tables & chairs have been re-arranged (by Mayor Herb Pond?) as figure left. Better for TV I heard, but there seems to be a more subtle message—Kennedy K Mayor Pond M and Bedard B are the ranking members on Council sharing center stage of importance-with staff now well offstage-

Rookies Where are you?

Look at the subtle message

Not only is the staff moved away from center stage but the distance between the new council members and the “old guard” is telling.

Experience not rookies are to be taken more seriously

Scoring the real performance

Briglio is good at this

Haven’t we Heard this Tune before?

Kennedy is usually the voice of experience and caution – but  at this meeting he was “yesterday” – the only vote for Air Canada subsidy etc

. If these meetings have been scripted before hand, here is a guy that can’t follow his lines. “Wait wait, am I understanding what you said?” and then Briglio did his own deconstructing of a staff/ Mayor resolution before council.
At the previous Council meeting he brought forward numerous items that were not intended “for the public” i.e. included in council package, but not in public one – the kind of “sensitive issues” the previous Council presumably thought best to discuss among themselves in “closed meetings”. By the 27th meeting though we heard none of these from Briglio

Switching metaphors:
Council melding into “harmony”

Scott Randolph is becoming the lighter notes player in this ensemble—he quipped something about the RCMP officers having to wear Flak jackets to talk to Council (for warmth she said)

While Cote seems to be playing the somber notes – usually interjecting (and voting) to protect New Era ‘liberals’ agenda within Council

More New Era

Clowning?

Ireland had rolel of trying to interpret the new guidelines for handling changes to Liquor licences. No one understood the contortions of the new regulations and left it to Tom to figure it out

Looking for a voice or Role?

Councilor Kinney remains somewhat enigmatic from the spectacle perspective. Hopefully he will find a public voice – he most often speaks to social issues rather than economic ones. But he has yet to ‘harmonize’ or meld into this new Council. --

Fish Farms and Siting

Des Nobles of T Buck Suzuki asked for Council support to fulfill one of the key recommendations of fish farming review --- that local people have some role in choice of sites and mangement overview. Des spoke for Wild salmon, but many other interests would have similar wish for local input.(tourism, property owners etc)

Final Scoring for 27th meeting:

 Briglio 5
Mayor Pond 4 (kept meeting focused) Scott 4
Kennedy, Cote, and Bedard 3
(
Bedard made a key recommendation that a group seeking Council donation should show ‘partnership’
by showing other donations which City would match

Kinney 2 --- needs to find a voice --
